Compensation Plan Explanation: YouBike Cyber Attack Incident

        We deeply apologize for the concerns arising from the recent official website cyber-attack incident at YouBike, which led to potential unauthorized access to member electronic ticket card numbers and riding records.

 

        YouBike has taken immediate actions to address the issue and ensure member security. We have sent out SMS notifications to members, advising them to stay vigilant. Additionally, we have implemented stronger password rules and added a verification feature with anti-bot capabilities to prevent unauthorized access by hackers. We prioritize member rights and actively combat fraud. In order to increase awareness and prevent potential scams, we have expanded our monitoring efforts. We have posted announcements on our official website and other social media platforms, and we published explanations and member reminders in major newspapers such as Liberty Times, United Daily News, and China Times on May 24th, 2023. We also sent reminder messages to "YouBike members who have ridden within the past year," urging them to be cautious of potential fraud risks. Our systems undergo comprehensive risk assessment in accordance with ISO 27001 Information security, cybersecurity and privacy protection standards and BS 10012 Personal Information Management System PIMS standards to enhance security measures and system defense capabilities.

 

        YouBike has promptly reported the incident to the relevant government agencies and cooperated with law enforcement authorities in their investigation. We have also provided information and assistance to aid in their inquiries. We are committed to holding the responsible party accountable for their actions and will take legal action once the investigation by law enforcement authorities identifies the individuals or entities responsible for the cyber-attack.

YouBike is fully committed to its corporate social responsibility and ethical obligations. After conducting extensive investigations, we have developed a compensation plan for affected members. Under the compensation plan, each eligible member will receive a YouBike 2.0 riding coupon worth NT$500. We are currently in the process of developing the coupon mechanism, and it is expected to be available for online use in September of the 2023.

 

        If any members have been victimized by fraudsters impersonating YouBike, we urge them to promptly file a report with the police before June 1st, 2023. Please gather the necessary supporting documents, including the police-issued case certification, relevant call records or text messages indicating the fraudulent activities, the content of the fraud notifications, remittance certificates, or any other payment evidence, as well as any other necessary supporting materials. From June 1st to June 7th, 2023, affected individuals can visit YouBike service centers located throughout the region to apply for individual compensation by presenting the required documents.

The implementation of the compensation plan will adhere to the guidelines outlined in the official website's "Execution Guidelines for the Compensation Plan." Please refer to the details provided in that document for the specific regulations and procedures regarding the compensation process.

 

        YouBike would like to remind all members of the following:

    1. YouBike will not proactively call or send text messages to members regarding the compensation plan, nor will we request any form of payment or remittance.

    2. If you have outstanding fees, please do not make any payments through unauthorized channels. Please visit the bike terminal, payment kiosk, or service center to settle your fees.

    3. If you receive any suspicious calls, emails, or text messages asking for payment or requesting financial transactions, do not open any attachments or click on any links provided. Also, avoid following any instructions related to your account, ATM, or mobile phone.
